
Summary
Roughan & O’Donovan (ROD) was engaged by Wexford County Council to provide civil and structural engineering services for this 35-unit social housing development at Rosetown, Rosslare, Co Wexford. We also carried out building control amendment regulations (BCAR) inspections throughout the construction period.
Phase one construction began in early 2021 and was completed in June 2023. The contractor was Mythen Construction Ltd.
Phase two construction began in June 2023 and was completed in June 2024. The contractor was KTL Construction.
Highlight
Phase two of the project was shortlisted for the Age Friendly Housing Award in the 2025 National Age Friendly Recognition and Achievement Awards.
Solution
Phase one
Phase one comprised 23 units: 15 three-bedroom, semi-detached units; four three-bedroom bungalows; three two-bedroom bungalows; and one three-bedroom bungalow catering for people with special needs.
Works included a new estate road to provide access to the development.
Parts of the site were landscaped, and a new playing field, accessible to all residents in the area, was developed.
Phase two
Phase two comprised 12 two-bedroom, semi-detached bungalows, with an A3 building energy rating (BER).
Site works included a new estate road providing access from phase one to the north of the new development and the adjacent Cois Mara estate to the west.
Sustainability
The design of phases one and two incorporated several sustainable drainage (SuDS) elements, including oversized pipework, swales, filter drains and an attenuation tank to slow down surface water runoff from landscaped and paved areas and ensure the new development did not increase the flows in the neighbouring watercourses.
A drainage model was completed for the proposed network to confirm the positive impacts of our proposals.
