Summary

The regeneration of Dolphin House, a social housing complex constructed in the 1950s, comprised the deep retrofitting of three existing apartment blocks to provide 63 refurbished apartments and the construction of four new blocks containing a total of 37 new build homes (28 apartments and nine houses). 

As employer’s representative on the scheme, Roughan & O’Donovan led the administration of the public works contract on the council’s behalf and acted as the main point of contact with the scheme contractor, Purcell Construction Ltd. Our responsibility was to ensure that the projects were fully compliant with the requirements of the public works contracts and to deliver clear cost control and high-quality solutions for our client. 

Construction began in October 2016, and the development was completed in November 2018.

The scheme involved significant landscaping works and the provision of new accesses onto the Grand Canal towpath.
