A 50-unit mixed residential development providing much-needed social housing in the seaside town of Tramore, Co. Waterford
ROD was engaged by Waterford City and County Council to provide civil engineering and site works design services, from concept through to completion, for An Garrán, a housing development in Tramore, Co. Waterford.
The scheme comprised 50 A-rated residential units, including a mix of semi-detached homes, bungalows, terraces and apartments. It was fully funded by the Department of Housing, Local Government and Heritage and delivered under the ‘Housing for All’ national housing policy.
The project reached substantial completion in May 2025 and was officially launched in November 2025.
The scheme was delivered in under 24 months, for an overall construction budget of just over €12.5 million.
The development comprised six one-bed, 28 two-bed, 11 three-bed and five wheelchair-accessible, two-bed units. Its location on a steeply sloping site to the rear of Tramore Racecourse provided a challenge for our design team, but by working closely with EML Architects and PHM Consulting, we developed an efficient, usable design that minimised cut and fill on the site.
Shared surfaces were provided at the turning heads at the end of each estate road to provide a homezone feel for the development. In addition, excessive run-off from the racecourse was discovered during the works and additional design and works were needed to incorporate this into the surface water system while still achieving greenfield run-off rates into the public system.
During the works, a previously constructed—but partially failed—attenuation tank was discovered. By working closely with the design team, client and main contractor, an updated design was developed to replace it while allowing the full works to proceed at the same time.
